This role is required to lead the overall management of the Future Borders Programme as it moves from initial setup into its first phase of early. Working alongside the Programme Director, the Programme Manager will design and implement a programme management approach and manage the programme management office to support the delivery of the Future Borders programme.

1. Work with the Programme Director to set the direction, pace, and management of the programme

2. Responsible for delivery of the overall Programme Plan and associated outcomes; management of interdependencies, critical path and inter-plan alignment. This will involve:

 Developing and maintaining a series of key ‘plans on a page’ that form part of high

level reporting, critical path and interdependency activity

 Developing and maintaining supporting milestone and critical path plans for the Future Borders team work, linking with key milestones and activities required phases of activity agreed by FBGG and the Border Delivery Group

 Providing review and challenge to the Design, Early Initiative and Business Case Workstreams, whilst identifying and escalating areas of concern, overlap, duplication or incorrect sequencing, for local and sometimes subordinate plans held by other organisations

 Offering support and assistance to colleagues across the Programme on aspects of planning and supporting documentation;

 establishing standards

 Ensuring appropriate programme management processes and standards are in place for reporting, risks and issues management, resource management and change control

3. Lead the Programme & Governance Workstream. This will involve:

 Working with the Programme Director to maintain and periodically review / refresh overall governance structure for the Programme

 Developing and overseeing the programme governance approach including processes for obtaining updates from departments on relevant programmes of work

 Leading the PMO team to ensure visibility of plans, management of risk and the identification and management of changes on a regular basis

 Sourcing internal and external resources to deliver accountabilities

 Championing knowledge management and sharing across the Programme and partner Departments; ensuring lessons are captured and fed back into Programme review and improvement cycle

Key Knowledge and Skills (Experience):

- Experience leading Programme teams from setup into delivery; shaping and driving progress

- Experience of establishing and running a complex Programme Management Office – monitoring and tracking progress of projects both within the portfolio of the central Future Borders team and those being executed within the wider stakeholder (OGD) groups

- Experience and expertise in managing large scale, complex, planning – together with assurance and reporting against plans

- Confidence to manage senior and diverse stakeholders in, other government departments, ALBs and public bodies whilst representing the aims and objectives of Future Borders Programme

- Collaborative style and values: integrity, non-silo working, building great relationships

- Judgement and skill for working in a politically sensitive environment

- Personal resilience given the high profile and challenging role/expectations
