Health and Safety Advisor
The CPS employs 6,000 staff and operates from 40 sites in England and Wales. A large number of our staff work from other locations including courts and other government buildings. The department has extensive flexible working policies and a significant proportion of our staff work from home permanently or on an ad-hoc basis. The department also deploys a small number of staff abroad in a number of locations.
This specialist position is key in actively encouraging the development of a positive Health and Safety Culture in Estates and regionally across the CPS business to meet the compliance requirements nationally. It will be critical to the continued success of the Directorate as it supports the development of the Estates Health & Safety system and continues to improve our safety culture across our portfolio.
Promote and support the development and implementation of a positive Health & Safety culture and environment across the region, for employees, customers, and the public, across which reflects the changing needs arising out of Health & Safety legislation, best practice and national guidelines.
Maintain a good understanding of CPS business operations to ensure that H&S services and policies align with and support the department’s objectives.
Building and sustaining commitment from business areas to support the department’s health and safety objectives.
Facilitating on the development, implementation and continuous improvement of a Safety Management System across the CPS to ensure safe practice across the organisation.
Maintain up to date knowledge of estate and related matters, both within the CPS and outside and both locally and nationally.
Demonstrate positive customer service by understanding the complexity and diversity of customer needs and expectations.
Create regular opportunities for colleagues, stakeholders, delivery partners and customers to help improve the quality of service.
Assure H&S related activities, processes and documentation through delivery of the Assurance Programme.
Oversee, monitor and develop the risk assessment process; where necessary carry out risk assessments and consider how risks could be reduced, mitigated and managed and upskill others to ensure appropriate assessments are completed.
Implement and control effective and efficient H&S management practices and systems.
Analyse incident statistics, identifying trends and areas for improvement.
Create a professional working environment and structure for the Health and Safety Management function to operate within including setting expectations of performance and behaviour.
Promote H&S initiatives through presentations at meetings, holding H&S events and forums and producing H&S content for the CPS intranet, internal magazines and newsletters.
Participate in CPS H&S forums including meetings with local Facilities, Estates and Security Managers (FESM’s)
Maintaining CPD and working towards chartered status with IOSH.
Make recommendations over the minimum training requirements for all staff, all managers and staff with specific H&S responsibilities (for example Area Facilities, estates and security managers)
To deliver ad-hoc training and briefing sessions to staff and managers.
Develop H&S capability across the organisation – specifically supporting Area Facilities, Estate and Security Managers (FESM)
Keep up to date with changes in H&S legislation and continuous professional development.
Attend regular meetings with GPA, Agents, Consultants and contractors to discuss their performance as related to H&S.
Liaison with HR colleagues who have responsibility for non-property HR issues – such as wellbeing, stress and sickness absence.
Ensure effective and appropriate investigation and resolution of health and safety breaches or problems.
Maintain own levels of performance in challenging circumstances and encourage others to do the same.
Responsible for determining and managing within national policy and guidelines and within delegated authority
Instruction and management of Agents and Consultants on specific tasks
Give advice and support and to conduct investigations, audits, inspections and assessments related to health, safety and the environment.
-Public Sector Experience
